This bill establishes product stewardship program and fund for household hazardous waste.

There is nothing about this bill that is “household.” All definitions are based on US definitions of hazardous. “Household hazardous waste stewardship program” means a statewide program for the collection and environmentally sound management of covered products that is operated by a stewardship organization pursuant to a plan approved by the Department of Environmental Quality under section 6 of this 2018 Act.
Here we have more fund commitment for next biennium. There are already hazardous waste sites, the program does nothing but add a middle man and does a sells job on the public, which doesn’t justify a whole new business venture of stewardship entities funded by manufacturers that pass their cost to consumers. Furthermore, the state gives the stewardship a quota in a cap-and-trade type system where they get credits for exceeding their quota.
Unnecessarily grows government with a new program. This bill is all about exceptions to narrow down to the bad actors that don’t have the government’s blessing.
A manufacturer or retailer may not sell or offer for sale any covered product to any person in this state unless the covered product is labeled with a brand; and the brand is included in a plan for a household hazardous waste stewardship program.
