HJM 13 will urge the President and Congress to transfer title of certain federal public lands to State of Oregon.

There are 32 million acres, constituting 52.3 percent, of the land base in Oregon is owned by the federal government; American County Platform of the National Association of Counties states that “every state should receive everything that was promised to them in their enabling acts, including land transfers.
The federal government loses money managing  valuable natural resources on federal lands, while states generate significant financial returns from state trust lands which 
includes timber, grazing, minerals, and recreation.

HB 3444 will require the United States to extinguish title to public lands and transfer title to public lands to state on or before December 13, 2018.

A task force is needed to consider how land management would have to change in order to generate revenues under state control.
