This bill authorizes Water Resources Department to require reporting of water use measurements.
The whole bill is an “if” or “may” and leaves all requirements to the Water Resource Commission without a framework to fight out with stakeholders. The Water Resource Commission has no ability to actually administer measurements in the field and it’s costly and time consuming for water right owners. There is some agreement that the information would be useful, but the state needs to work it through with stakeholders before a bill is passed.
Bill fails to establish guidelines and needs stakeholders agreement.
