No where in the bill summary does it say that a certified test in Section 3 is removed. The public relies on the summary as an explanation of what a bill does, and to be silent doesn’t just go against transparency, but it is deceitful.

Section 3, 2nd paragraph lines 26-29 elimination does away with the language of the public certification test and those observing it prior to the commencement of the count. This change is repeated in the -2 Amendment in a couple of places.

The Secretary of State’s RFP for the new election contract with ORVIS  uses a “Minimal Viable Product” but doesn’t explain what that means. The Gartner evaluation stated the system was not qualified to meet the standards to be used for the 2024 election. The voters need answers and a voting system that works fairly and not a run around to avoid transparency.

The failure of the voting system in the Gartner evaluation is a red light that the current system cannot produce an honest fair election. To ignore the evaluation and sneak an amendment into the law does not do justice to Oregon voters.

This bill also changes the type of letter to be included in voters’ pamphlets, from that of the Secretary of State, to the county clerk, filing office, or other public election official. Allows an agent of a candidate to file a translation of a candidate statement with the Secretary of State, instead of the principal campaign committee of a candidate. Allows candidate statements and other specific documents, to be translated into the most commonly spoken languages of the state or of the county the office represents, instead of only the five most commonly spoken languages in the state. Removes the requirement for a repeat public certification test of a vote tally system immediately before ballots scanning begins. Reduces the number of voter registration cards that may be requested, from 5,000 per person to 500 per person, and provides the card in electronic form for the printing of additional cards. Several restrictions on use of donations.  Allows the Secretary of State to issue a certificate of ascertainment of presidential electors to conform with federal law. Effective the 91st day following adjournment sine die.
