This bill is a study on the impacts of engine emissions on the environment . If gut and stuffed at the Public Hearing March 3, with the Amend -1, it will rewrite HB 2007 that encouraged the retrofit and replacement of older on-road engines in the Metro area. The Amendment will impose a 3% excise tax on the retail of tires. 1.5% privilege tax for businesses that sell or lease off-road equipment. 1.5% tax use tax on off-road diesel equipment purchased outside of Oregon. 3.5% rental tax for rentals of off-road diesel equipment. 2% rental tax for rentals of all other qualified heavy equipment which goes to counties. A privilege tax on heavy-duty trucks and light-duty vehicles. A Gas tax on all red-dyed diesel used in off-road equipment!

Personal Choice and Responsibility
Including an amendment that will hurt already suffering businesses and families during the pandemic, is about as stupid as it can get! Taxing Construction, Forestry, and Agriculture to fund engine upgrades in metropolitan areas just does not make sense!

  1. If the Democrat dominated legislature of Oregon would focus on the inefficiency of state government, we would never need one new tax. NO to the proposed increase on property taxes, HJR 13. Damned bastards every one. We need to run them out of town.

Just a thought , older vehicles that would fit this category of engine retrofit vehicles are not daily drivers and would not change the engine due to the loss of resale value. they are usually owned by collectors and are seldom driven and in a lot of cases are not driven at all and were purchased as an investment only . So why put additional burden on people who are already suffering to in the end change very little or possibly nothing at all .

  3. I would ask the sponsors how many ways they can spell bovine fecal matter while driving their EVs down the road pulling a semi or plowing a field.

    • My environmental friends have no idea how things are built. They skip the energy needed for mining, transportation, manufacture and shipping of their “green” vehicles. They also ignore the energy it takes to produce electricity…which is moved across the land by an electric grid which took tremendous amounts of energy to build in the first place. I want to shout at them, “There are NO free rides.”
