RESCHEDULED – Submit testimony on Amendment -8 using OLIS FORM


This bill amendment -8 modifies and expands transportation projects to include funding for toll projects established in ORS 383.150, the Traffic Congestion Relief Program, and adds tolling requirements.

Personal Choice and Responsibility
Legislating reduce traffic through tolling and expect people not to find alternative route is not reasonable. It double charges by issuing bonds and tolling.

Fiscal Responsibility
In addition to the state revenue bonds that obligates future generations to pay, the ‘tollway project revenue bonds’ are to be held “superior to any other lien or charge and to any law of the state requiring the department to spend moneys for tollway project revenue projects.” The -8 will extend short-term borrowing by the State Treasurer to allow various types of credit agreements to $600 million to mature in five years.

Limited Government
Revises language to prioritize ‘electronic toll collection system’ that doesn’t require a vehicle to stop using transponder readers and license plate capture cameras to collect tolls. Extends the source of money for the Toll Program Fund to gifts, legislative allotment, federal sources and fees paid for information. The usage of funds is extended to develop and implement toll programs, and make improvements on tollways or adjacent highways to reduce impacts of diversion for tolling.

  1. The Democrat supermajority has seven ways to Sunday to tax us. We already pay a huge amount in gasoline taxes. How about spending within your means?

  2. Tolling just adds another layer of government employees who must manage funds and equipment. More office space and equipment will also be needed. Supervisors will get more money just for “supervising” this division in their department. Tolls just add more confusion for drivers, especially those without access to transponders. License plate pictures will probably add a penalty for not paying in advance. Again, more government workers to process all this. What is the cost/benefit ratio? Oh yes, more government control!
