This bill authorizes Legislative Policy and Research Director to develop and implement a racial and ethnic impact statement template of six tests to be applied to proposed legislation.

Limited Government
Directs Legislative Policy and Research Director to conduct a pilot in the development of a template and authorizes implementing the template without further public input and legislative approval. However, the House Interim Committee on Rules may offer suggestions to improve the process. Each committee for Health care, Education, Revenue, Human services, Administration of justice, and Housing in odd years will request an racial and ethnic impact statement on 2-5 bills. I wonder what bills that will be since they are all written giving the underprivileged priority. This is a take over by the 15% of the population in redistribution of wealth.
