Permits siting of commercial solar photovoltaic power generation facility on land not designated as high value farmland unless county adopts exceptions where no high value farmland is available.

Less state government but at the expense of Oregon farmland to promote an industry of expensive electricity that is unstable.

Local Control
Opens farmland up to commercial solar industry's lobby to barter with commissioners for high-value farm lands destroying the reason for zoning requirements. Establishes procedure for applicant to demonstrate that commercial solar photovoltaic power generation facility must be sited on high value farmland and reasoning may not be dependent on costs. Facility must be locationally dependent if located on high value farmland to meet unique geographical needs that cannot be satisfied on other lands.
