This bill creates crime of unlawful discharge of a firearm if person knowingly discharges a firearm within 500 feet of a dwelling or a building that is open to the public.
Personal Choice and Responsibility
The bill allows only the owner or inhabitant (not guests) to discharge a firearm on private property, and only if the discharge does not endanger adjacent persons or property. This is not limited to metropolitan areas but also affects rural areas. Shooting ranges and law enforcement acting in official capacity are exempted.
Limited Government
This is an infringement on Second Amendment-protected rights as well as private property rights.
