SENATE EDUCATION, 3PM, HR B

SB 423 – Requires that faculty and nonfaculty staff members of governing board at public university are voting members of board.

SB 275 – Requires Department of Education, Teacher Standards and Practices Commission and Educator Advancement Council to conduct study to identify best means of improving alignment among state education agencies.

SB 273 – Requires Higher Education Coordinating Commission to conduct study to determine how to best coordinate post-secondary education in Oregon.

SENATE ENERGY AND ENVIRONMENT, 1PM, HR B

SB 124 – Establishes grant program within State Department of Energy to provide grants to fund replacement of generators that use diesel or fossil fuels with renewable hydrogen-fueled generators.

SB 125 – Directs Department of Transportation to establish grant program for fuel cell electric vehicle and hydrogen fueling demonstration projects

SB 630 – Authorizes issuance of lottery bonds and transfer of net proceeds to Oregon Business Development Department.

SB 211 – Repeals sunset on requirement for Department of Corrections to provide training for basic certification of corrections officers employed by department.

SB 470 – Prohibits denial of medical assistance on basis that individual under 19 years of age is in detention pending adjudication.

SB 699 – Expands definition of “public safety officer” to include certain regulatory specialists as persons who may be eligible for benefit awards from Public Safety Memorial Fund.

HB 3195 – Modifies definition of “public agency” for purposes of eligibility for financial assistance from Water Pollution Control Revolving Fund by removing requirement that agency be authorized to construct water pollution control facilities

HB 2419 – (1:00 – 1:20 pm) Directs State Treasurer to establish linked deposit program under which State Treasurer purchases investment instruments from qualified depository at below-market rates and qualified depository issues below-market rate loans to minority-owned businesses, woman-owned businesses or businesses that service-disabled veterans own

HB 2766 – (1:20 – 1:40 pm) Requires Oregon Broadband Office to study barriers to, and opportunities for, investment and deployment of wireline and wireless broadband access points

HB 2763 – Establishes State Public Bank Task Force.

HB 2601 – Requires State Treasurer to exit from certain carbon-intensive investments, subject to fiduciary duties

HB 2802 – Establishes pilot program at Portland State University and Eastern Oregon University to enhance hiring of public university students by nonprofit organizations

HB 2472 – Requires public universities to develop specified policies and accountability mechanisms for behavior at interscholastic activities, including sporting events.

HB 2888 – Expands regular employment protections afforded for performance of legislative duties by members or prospective members of Legislative Assembly by requiring employers, at option of member or prospective member, to grant time off less than full-day absence to member or prospective member to perform legislative duties

HB 3073 – Prohibits Secretary of State and county clerks from disclosing as public record, or including on lists of electors, residence address of elector who is candidate for elected office or holder of elected office.

HCR 13 – Recognizes and honors Specialist Four Michael Lee Wilkins (1947-1969) for his service to his country

JOINT TRANSPORATION, 5PM, HR F

HB 2787 – Directs Department of Transportation to notify vehicle dealers when department discovers documentation or fees vehicle dealer submitted to register or title vehicle are missing or incomplete.

HB 2790 – Directs Department of Transportation to provide two days’ notice to vehicle dealers and dismantlers before inspecting records unless department is responding to complaint.

HB 3080 – Directs Department of Transportation to allow vehicle dealers that sold more than 100 vehicles in previous calendar year to electronically transmit certain documents related to vehicle sales.

SB 72 – Establishes DMV Modernization Task Force to study options for expanding number of driver and motor vehicle services available to public through private providers.
