The Act tells OHCS to start a $10 million project to build some mixed-use affordable housing. Directs the Housing and Community Services Department to establish a project to develop affordable housing that integrates residential units with community services and commercial spaces in the Portland metropolitan area. Requires the department to annually report to the interim committees of the Legislative Assembly related to housing on the project’s progress. Sunsets on January 2, 2030. Declares an emergency, effective on passage.
A segregated city within a city (a 15-minute city) directed at the black area in Portland. 15-minute cities are to help control the population with strict rules for coming and going.
The bill provides no guidelines on how to incorporate commercial and residential units, or accountability on how $10 million should be spent. This project already received $25 million in 2019 from federal grants and yet to see an “affordable” house. It also received $400 million from the Nike Foundation. It appears to be just another grab of taxpayer money out of the general fund that only helps the city of Portland.

acquiring and developing mixed-use affordable housing in north and northeast Portland. It still lacks accountability and limits on what is affordable.
