The Act gives money to DAS to give to a nonprofit for a summer program. Appropriates moneys from the General Fund to the Oregon Department of Administrative Services for distribution to the Tsuga Community Commission for the Oregon Summer Star program. Declares an emergency, effective July 1, 2025.

Why does this group need taxpayer funding?

This is what Tsuga’s website says: Tsuga is an all-volunteer network of networks, making it easy and fast for someone to carry out a new community improvement project.  We take care of the tedious and complex nonprofit administrative tasks so that people and their passion can get started immediately on the work at hand.  We leverage our own grants, business sponsorships and donations to cover administrative costs, as well as provide project management coaching as part of our free services package.

Tsuga’s Oregon Summer Star is our State’s most admired military-family support program. We combine community-building, leadership skills, and personal reflection with the traditions and fun of summer camp in Oregon. Kids connect through their shared identity in having a parent in the military, while also having time to just be kids. Returning campers look forward to environmental education field studies, swimming, water sports, field games, hikes, crafting, song sessions and challenge course activites. There are classic all-camp games each evening like Capture the Flag and Counselor Hunt. Each evening brings a full campfire program with late night activities including a night hike, an outdoor movie under the stars with popcorn, and an all-camp Dance. Financial aid and scholarships for qualifying youth provided by Mike and Burmah Rainbolt and the Benton Community Foundation.
