The measure would make the legislature pass the schools budget early in each long session.
Proposes an amendment to the Oregon Constitution to require the Legislative Assembly, in each odd-numbered year regular session, to appropriate moneys to fund public education in the first 80 days of the session and before passing any other budget measure.
Until the school budgets are passed, the Legislative Assembly may not pass any other budget measure.
Traditionally, the school budget is left to June to compete with other funding, and doesn’t give school board time to give due process to their budgeting.
What’s missing is that unions should not be allowed to bargain until the legislature passes the budget and school board (and teachers) have a total picture of how bargaining will affect the district.
