SB 369 Repeals EO 20-04 & future EO on reducing emissions

The Act stops state agencies from doing things to reduce or stop greenhouse gases from entering the air in Oregon. 

Prohibits the Governor and specified state agencies from taking measures to reduce greenhouse gas emissions in Oregon unless authorized by the Legislative Assembly by law enacted on or after the effective date of the Act. Requires agencies to reverse any action taken under Executive Order 20-04. Takes effect on the 91st day following adjournment sine die.

This doesn’t apply to any statutes the legislature has passed. It is directed at returning power to the legislators by stopping the governor, state agencies, and state commissions from taking measures to reduce greenhouse gas emissions unless the Legislature has created a law to do so.  When Governor Kate Brown couldn’t pass a massive carbon tax, she simply went around the Legislature to enact many of its provisions and effects with executive orders.  This is not democracy.
