Establishes an eviction standard that allows for no-cause termination during the first six months of occupancy with 30-day notice. After six months, a landlord may terminate a month-to-month tenancy only for cause, which includes all current available tenant fault-based causes. It also allows for landlords to evict for business or personal reason.

Intended to add protection for tenants, but the choices of fixed term benefits for rental options are less secure allowing termination with out cause for first six months and with cause after six months with 30 days notice.
Government is dictating to the free market and virtually eliminates the benefits of a fixed term tenancy. Added penalties for landlords has the potential to increase rent prices.
This bill will bring an unstable renting environment to rural areas. Allows city or county to adopt an ordinance or resolution implementing a rent stabilization program within their jurisdiction. The measure specifies provisions of rent stabilization program including providing landlord fair rate of return, process for landlord to petition an increase in rent and exempts new residential developments for five years.
This bill restricts the free market choices as a negotiated agreement of rental terms between two parties will no longer be valid. The monthly agreement will not be offered.
