Creates the Eastern Oregon Border Economic Development Board, in collaboration with Oregon Business Development Department. Authorizes issuance of lottery bonds to make grants or loans to eligible applicants for the purpose of encouraging workforce development and economic development in the region.

Eastern Oregon is separated from Idaho by the Snake River where Idaho has different business opportunities where as Oregon suffers from high unemployment encouraged by Oregon generous welfare assistance.
Limited Government
The existing Economic and Community Development Department provides technical assistance, expertise and funding to develop economic opportunities.
Local Control
Allows those that are within the Eastern Oregon Border region to assist local Oregon businesses.
