Personal Choice and Responsibility
This wouldn’t protect public from radiation, but increases medical costs.
OHA anticipates that this measure would increase fee revenue by $1,408,251, increasing medical care costs. HB 2075 allows Radiation Protection Services (RPS) to statutorily: 1) restructure the Xray biennial device registration fee schedule to be “tube-based”, versus a machine control panel fee which creates added revenue ($1,228,000); 2) initiate a new X-ray vendor $500 annual licensing fee ($60,000 added revenue); and 3) change the tanning program fee cap from $150 per device to $200 ($135,000 added revenue). A Policy Option Package will increase radioactive material licensing fees to address current fee inequities by $559,000.
Creates a new government program. Radiation exposure can come from a variety of sources including: X-ray equipment, radioactive materials, tanning beds and other radiation-generating devices. Oregon Radiation Protection Services, within the Oregon Health Authority’s Public Health Division, works to promote the health and safety of the people in Oregon by protecting them from unnecessary exposure to radiation. Fees for radiation devices and equipment and tanning devices were last increased in 2015.
Summary of HB 2075 modifies fees related to radiation devices and equipment. Under the measure, the Oregon Health Authority (OHA) is directed to increase the following biennial registration fees:
Dental, academic or veterinary X-ray tube fee from $140 to $210
