HB 2203 VOTE: NO – Died In Committee

SUMMARY:
This bill changes distribution of moneys collected as tax on retail marijuana items adding 30% to counties and increasing funds to cities for licensing, while cutting 40% for school funds leaving them to deal with student use from other school funds.
FISCAL RESPONSIBILITY:
New distribution:
20% Mental Health Alcoholism & Drug Services Account,
15% State Police Account,
5% Oregon Health Authority Fund for drug abuse prevention,
30% to cities (with exclusions),
30% to counties (with exclusions).
LIMITED GOVERNMENT:
Voters repeatedly say no to a sales tax. This law goes around the voters.
Exclusion of counties and cities doesn’t mean these jurisdictions don’t have user problems that are created from sales in other jurisdictions.
LOCAL CONTROL:
Increases portion to cities from 10% to 30% and adds 30% for counties, excluding cities and counties with ordinance prohibiting the establishment of a premise requiring the license that is taxed.
As the industry grows, it’s a big cut on school funds whom will have to deal with the increase in use by students.
