This bill protects landowners from personal damage suits filed by users of the private property for certain recreational/outdoor activities

Personal Choice and Responsibility
guest users on private property for certain activities would not be able to sue for incidents not under direct control of the property owner. Incident would be direct personal choice and responsibility of the guest

Fiscal Responsibility
litigation is very expensive and this protection would allow more congenial usage of private property
