This bill requires manufacturers of certain types of drugs to collect unused drugs following a plan that they develop by 12-31-18, but the program becomes effective 1-1-18

There is no personal choice in this action as it places the total responsibility of performing the action on he manufacturer.

Fiscal Responsibility
There is no fiscal responsibility in this bill as all costs associated with this action are bared by the manufacturers when there is no other industry that has this kind of requirement.

Limited Government
The government is attempting to control excess drugs of certain types through targeting the manufacturers rather than those directly responsible for the issuance of the product.

Free Markets
The state is interfering with the free market by attempting to control a problem from the back door.
