Provides rebates for purchase of low emission vehicles and zero-emission transit buses, creates Charge Ahead Oregon program to market electric & battery vehicles, creates Zero-Emission Incentive fund to provide rebates, and extends sunset on tax credits; to reduce Global Warming and promote carbon standards.

Personal Choice and Responsibility
requires all Oregonians to fund Electric vehicles that even with incentives are more expensive than alternatives without any noticeable effect to changing the climate.

Fiscal Responsibility
Tax Payers are on the hook as the EQC will contract with third-party to implement a rebate program, extends sunset on tax credits for certified alternative fuel vehicle contributions. Transfers certain responsibilities for tax credit auction from State Department of Energy to Department of Environmental Quality.

Limited Government
Adds rebates on top of tax credits extending governments meddling in consumers habits at the cost of taxpayers. Adds a Charge Ahead Oregon Program increasing government involvement to increase market for electric cars.

Free Markets
Oregon Taxpayers will fund a marketing program for electric cars through the Charge Ahead Oregon Program. Individuals should determine which vehicle makes sense for them based on characteristics and cost. Warping the price based on somewhat arbitrary state mandates, compromises the free market and choice.
