This bill requires or recommends deaf babies be examined for congenital cytomegalovirus, a herpes virus.

Personal Choice and Responsibility
Asserts government into personal choice, requiring action if infant birthed in facility with than 200 live births per year.

Fiscal Responsibility
Unable to determine what effect this herpes virus has or what fiscal responsibility would follow such a diagnosis.

Limited Government
Extends government, meddling in the lives of new parents.

Local Control
Allows no local control save in case of babies born in facilities with less than 200 live births per year. In that case, only information and recommendations are made.

Free Markets
Free market facilities may be utilized for screening.
