This bill exempts collection, storage or use of diffuse surface water of the ground, derived from falling rain, melting snow or other precipitation from requirement to obtain water right permit or certificate.
Personal Choice and Responsibility
In the expansion of rights to collect water, it deletes the right to collect precipitation water from an artificial impervious surface set up to collect rain water. This may be intended to be included as ground surface, but it isn’t clearly stated.
Limited Government
Adds to the exemption of water right permits under ORS 537.211 or a water right certificate under ORS 537.250 the collection, storage or use of water that is diffused over the surface of the ground, derived from falling rain, melting snow or other precipitation, that has not joined with other waters in a well-defined channel.
