Prohibits abortion after pain can be felt at 20 weeks, except for medical emergency. Requires physician to report abortions to Oregon Health Authority to publish statistics.
Personal Choice and Responsibility
Limits choice of pregnant woman to the end of the fifth week of pregnancy to make a decision to have an abortion prior to the point a baby feels pain. Failure to make a decision terminates choice for the responsibility of bringing a healthy child to birth – except when a medical emergency necessitates immediate abortion to save the mother.
Limited Government
It is government's job to protect the vulnerable and weak. Therefore it is government’s job to protect a baby that can't defend itself. Physicians are required to report abortions within 30 days including fertilization age and method used, and if over 20 weeks cause for the abortion.
