This bill removes limits on hospital assessment rates, allows for increase in assessment to offset legislative reduction in funding

Personal Choice and Responsibility
There is no personal choice regarding participation in this program. In discussing this bill with executives of Salem General Hospital they stated that this was the bill that they were most concerned with this session due to the financial implications within it.

Limited Government
With this action the hospitals making a net profit have lost any control that they previously possessed as he limits of the assessments have been removed and is left in the hands of the state.

Local Control
The total control of the assessments has ben removed from any limits and is given totally to the state in deciding what the rates will be.

Free Markets
This is a definite imposition on the free market in as much as the assessment is imposed only on those hospitals with a net profit placing the burden on them and what will happen then other than those hospitals increasing rates.
