This bill imposes requirements on hospitals with no determination of reimbursement for service

Personal Choice and Responsibility
The bill removes personal choice from the hospital and dictates it to provide additional service after contracting.

Limited Government
The state is again expanding the responsibilities of the service provider during the period of the contract not at negotiating time.

Free Markets
Actions such as his resemble that of a dictatorship not that of a free market. The state is dictating what must be changed during a contract period without mentioning what they are willing to give for the change.
