This bill prohibits the Northern Oregon Regional Correctional Facility from contracting with Federal Immigration and Customs Enforcement, by appropriating $1.64 million this biennium to make up for the loss of revenue.

Fiscal Responsibility
Appropriates $1.64 million this biennium to make up for the loss of revenue – paying counties to not house prisoners. Not cooperating or coordinating with ICE only means prisoners will be transported out of state and taxpayers will make up for the lost funds.

Limited Government
A judge has already ruled that this arrangement does not violate the state sanctuary law.

Local Control
The state is interfering with a county contract.
