This bill prohibits the use of force that impedes normal breathing or circulation of blood of another person by applying pressure on the throat or neck, unless peace officer may use deadly physical force.

Personal Choice and Responsibility
The Amended bill allows a law enforcement officer to use deadly force when circumstances allow Deadly Force provided in ORS 161.239

Local Control
Training shall adopt rules that prohibit the use of physical force that impedes the normal breathing or circulation of the blood of another person by applying pressure on the throat or neck of the other person, except as a defensive maneuver.
