The Act directs the Department of State Police to study background checks for gun transfers.
Requires the Department of State Police to study the efficiency of firearm transfer criminal background checks. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.
Studies have one purpose – to tighten regulations on the issue being studied. They are never balanced, but drill down on what they want the outcome to be.
A GUT & STUFF -Amendments list of gunowner restrictions:
- Dealer purchase waiting period extended to 72 hours regardless of approval time,
- Prohibits anyone to possess, purchase, receive, transport, manufacture, sell, offer to sell, or transfer a rapid fire activator – Class B felony, possession is Class A misdemeanor, exemption if registered with federal law machine gun. (-9 Amendment has a different set of definitions).
- Russell Paul Evans Act prohibits possession or owning under 18 of a firearm for any reason, except temporarily transfer by a parent – 18 to 21 are limited to the types of firearms they can possess, except if for law enforcement positions or armed forces. Prohibits under 21 from selling, deliver or transferring any firearm. (Only in -1 Amendment)
- Public area restrictions added grounds adjacent to restricted buildings such as hospitals, public building, schools, residence of any state official, and anywhere a sign is posted, except if there is an adopted policy for concealed carry and post on their website.
The Amendment reads like guilty without the right to prove our 2nd Amendment rights, and without any criminal act or intent other than the stripping of our 2nd Amendment rights. They want to disarm us while at the same time they want to let more criminals go free (HB 2640) and extend sanctuary to sex offenders (SB 820 & SB 821).
This amendment combines into one bill: HB 3076, SB 696, SB 697, SB 698, SB 429, HB 3224 and HB 3075.

This delusional set of proposals is ludicrous. Your identity politics is going to be the demise of your career as a politician, you should get your resume polished up.
Repeatedly insisting on civil disarmament as a signal of virtue is going to fall on deaf ears.
If you think that these proposed laws are going to affect any violence in a positive manner you are going to realize you are mistaken, the criminal will always get the guns they need. Infringing on law abiding citizens ability to be able to defend themselves and their family is protected by the US Constitution and this is seemingly quite an arrogant and defiant act. Are you sure you are echoing the sentiment of your constituents? I I beg to differ if so… This is treasonous behavior and if you choose to pass this I hope that accountability finds you, in short order. DO THE RIGHT THING. Go make a real difference somewhere and stop being a blind follower of West Coast identity based politics. I challenge you to find unique and useful ways to impact the communities you represent.
It seems the self serving Democrats are still at it, even when there self serving ways have cost them much! These bills are clearly infringing on the people’s right to own a gun and go against the constitution of the United States! Again killing American jobs and taking the wright to defend one’s self in there own home away! It is clear that the democrats hate America and will do any thing to destroy the American way of life!
