SB 521 Changes corporate kicker language

This bill intends to align statutory language with constitutional language to require that corporate kicker be used to fund kindergarten through grade 12 public education. However, the bill language doesn’t align with the constitutional language. The constitution states the corporate kicker, “shall be retained in the General Fund and used to provide additional funding for public education, kindergarten through twelfth grade.”

The language proposed removes reference to the State School Fund, and will put a stop to the possibility of school choice funding that follows the student unless voters pass a constitutional amendment.
