SJR 3 Moves kicker to education stability fund

This bill transfers “kicker” refund to education stability fund and refers to voters to make it a Constitutional amendment.

Personal Choice and Responsibility
Oregon’s kicker rebate is triggered when tax revenues for a two-year budget cycle come in more than 2 percent above economists forecast made at the start of the cycle. It is the only spending control taxpayers have on state government spending. It isn’t a matter of how worthy the spending is, it’s a matter of keeping some control on other needless overspending.

Fiscal Responsibility
Giving up the kicker removes legislators accountability to taxpayers.

    One more money grab from the people that earned it. Those of us that are retired are dependant on extra money that the kicker provides as we live on a fixed income.
