The Act increases fees related to water. The Act takes effect when the Governor signs it.

If one of each fee were paid it would add $15,285.30 The fees are not raised equally, which begs the question if the fees are fair.

Fees have historically constituted roughly 50% of the state’s processing cost, with the public supporting the remaining portion. The presentation assumes efficiencies are at it’s peak and without the increase 7 employees would need to be cut.  But nothing is said how the work would suffer. Should the public know the relationship between work required and the budget needed.

Restoring water instream has been a priority in the past. Raising instream transaction fees could chill efforts to restore water to Oregon’s rivers and stream. Fee increases related to instream leases discourage that priority.
