The revival of segregation.
SB 1182 offers to the (non-profit) Albina Vision Trust, Inc (with 12 owners), the following surplus real property of 94 acres relating to the Interstate 5 Rose Quarter Project to gift, sale or lease, for any or no consideration, any or all of the state’s interest that was acquired or developed with moneys provided by the United States Department of Transportation; Reconnecting Communities Pilot Program; and with moneys from the State Highway Fund surplus real property of the department relating to the Interstate 5 Rose Quarter Project.
This bill likely violates state and federal laws that prohibit discrimination on the basis of race, selecting the Albina Vision Trust, Inc that will give to black owned businesses and individuals or to a single Black owned corporation, as it is clear the intent of the Albina Vision Trust, Inc is to recreate a black community to replace what Government officials carved up the neighborhood, demolishing thousands of homes to build Interstate 5, Veterans Memorial Coliseum and the sprawling, 10.5-acre Portland Public Schools (PPS) headquarters facility.
The bill lacks accountability and appears to be an outright gifting, which is not prudent governing. It’s a restoration of the Albina community making it a 15-minute city, separating instead of integrating, dependent instead of self-sufficient.
