HJR 11 Makes it more difficult to qualify a petition initiative

Demands at least 8% (currently 6%) of those who voted in the last election for a Governor to sign an IM petition. Demands at least 10% (currently 8%) of those who voted in the last election for a Governor to sign a petition to amend the Constitution. Demands that signatures must come from among all congressional districts. Takes effect if the people vote for it at the next general election.

Refers the proposed amendment to the people for their approval or rejection at the next regular general election. 

Making it more difficult for gathering enough signatures  won’t stop petitions that have out-of-state support or money behind using Oregon as a test state. It will only make it more difficult for local initiatives to gather enough signatures, stopping grassroots initiatives.
