The bill establishes a highway worker photo radar program operated by the Oregon Department of Transportation in collaboration with Oregon State Police. Key operational details include:
- Location: Only in highway work zones on state highways where workers are actually present
- Signage: Warning signs must be posted within one mile of the radar unit or work zone
- Threshold: Citations issued only when drivers exceed the speed limit by 6 mph or more
- Review process: A police officer must review photographic evidence and sign each citation
- Mailing: Citations sent to registered owners within 30 day
