HB 3196 Backfills lose of Federal funds for VOCA Grants

Digest: The Act gives money to DOJ to backfill reductions in VOCA grants. Appropriates moneys to the Department of Justice to backfill reductions in federal Victims of Crime Act grants. Declares an emergency, effective on passage.

Sponsored by 18 legislators that must not have talked with the Department of Justice. There is a 27% reductions in federal Victims of Crime Act (VOCA) grants in Oregon. However, the DOJ says they do not anticipate reducing existing VOCA-funded executed grants, meaning that if you currently have a grant, you can anticipate the full amount of funding awarded will be available.

The federally funded Victims of Crime Act program was evidently tripled (3X) during recent years. HB 3196 appropriates Oregon taxpayers money to backfill reductions is not necessary to maintain the current program. While the legislature is looking for funds to maintain existing  programs, it is not responsible to add programs when not needed.
