SB 416 Digital drivers license

The Act directs ODOT to issue mobile driver licenses to those who want them and pay a fee. Directs the Department of Transportation to provide optional mobile driver licenses, driver permits and identification cards. Provides that the department may contract with private entities to provide mobile credentials and establish fees.

One concern about this bill is the loss or stolen personal device of a digital driver’s license or “mobile driver’s license.” The Senate Bill (SB416) allows the suspension and even termination of digital licenses if in section 2.4. “The person reports that the person’s electronic device has been lost, stolen or otherwise compromised. ” If you lose your phone, you can also lose your lines.

Oregon Department of Transportation (ODOT) is charged to create and provide the option for digital driver’s licenses, identification cards, and driver permits on a mobile device. ODOT has allowed over 60,000 voters register without proper ID. Until motor-voter is repealed, this will complicate keeping the two separate and secure to keep hackers from modifying the app to allow voting.

Florida spent $2 million for an app but they still have to carry a drivers license, because the digital isn’t widely accepted. There should be an analysis of the system’s security before we have a major hack.
