This bill increases fees charged by Water Resources Department by approximately 17.39 percent, averaged over a four-year period, and creates a new fee for additional points of appropriation included in an application for approval of a change to an existing water right or permit.
Fiscal Responsibility
Anticipated revenue increase $564,594. This measure increases Water Resources Department (WRD) fees for water right processing and dam safety by 17.39%. The measure also adds a fee per well for transfer application for changes to more than one well. Currently, the Water Rights Services Division is funded 50% General Fund and 50% fee revenue. This fee increase is included in the Governor’s budget and will become part of the WRD budget.
Limited Government
In 2009, the legislature restructured many of the Water Resources Department’s (WRD) water right fees. WRD has since brought forward legislation to modify the water right transactions fee schedule every four years. The current fee schedule, enacted in 2017, provides revenues of about $2.4 million to fund 24 positions in the Water Right Services Division, the Groundwater Section of the Technical Services Division, and the Administrative Services Division. The current Dam Safety Annual Fee schedule provides about $300,000 to fund two positions in the Dam Safety program. The Department of Administrative Services projects state employee personnel costs to increase by 17.39 percent for 2021-2025.
How many taxes do Democrats expect to pass. Enough to create more homeless people? Enough with the taxes if tax payers can not be present. This is taxation without representation.
I guess “progressives” (I hate what the Left has done to that word) are anti-lunch. What a great idea: tax the water that grows the crops that feeds much of the world.

The Democrats in Salem have an insatiable appetite for revenue. With inflation running around 5% now, the last thing farmers and ranchers need right now are additional fees.
