This bill imposes tax on owner of timber at time of harvest at five percent of value of timber to be transferred to Emergency Wildfire Fund.

Fiscal Responsibility
Severance taxes are taxes imposed on the removal of natural resources within a taxing jurisdiction. Provides for tax that requires approval by a three-fifths majority.

50% to the Emergency Wildfire Fund;

25% to the general fund of each county in the proportion, determined as of the time of harvest for the purposes of wildfire emergency preparedness and public safety as it relates to wildfire;

15% to the State Forestry Department Account for the purposes of administering the Oregon Forest Practices Act and the forest practices monitoring program;

10% to the Forest Research and Experiment Account for the forest resource research, experimentation and studies for the Forest Research Laboratory.

Limited Government
Collects funds from a struggling industry to prop up pet projects.
