VOTE:YES – Signed into Law by Gov.Brown
Status (overview) of bill:https://olis.leg.state.or.us/liz/2019R1/Measures/Overview/HB2682
This bill clarifies that bicycle lane continues in and through intersection where markings are interrupted by intersection.
Personal Choice and Responsibility
Changes the legal definition of a bike lane to provide more protection for cyclists and force drivers to pay more attention to cyclists on the road. Once a motorist leaves their obtained lane to make a turn or change lanes, they are responsible for leaving their obtained lane safely. Likewise, pedestrians and bicyclists need to be aware of traffic and obey traffic laws, and be aware that they may not be seen. Note that Crosswalks under ORS 801.220 exist even if not marked.
Limited Government
Due to a recent court interpretation, HB 2682 is needed to clarify the interaction between bicyclists and motorists at intersections of streets with marked bicycle lanes. Without this bill, intersections are unclear and dangerous for cyclists.
