HB 4031 Education employment goal to match diverse student percentage

This bill establishes state goal that percentage of diverse employees employed by Department of Education reflects percentage of diverse students in public schools. Provides for $10,000 scholarship for training of diverse educators.

Fiscal Responsibility
In addition to any other form of student financial aid authorized by law, the Higher Education Coordinating Commission may award scholarships of $10,000 to culturally and linguistically diverse teacher candidates to use at approved educator preparation providers for the purpose of advancing the goal to employ diverse educators in a percentage of diverse students. The state’s educator preparation providers are instructed to train on CRT and sexual orientation.

Limited Government
The law already states the goal of having a percentage of diverse educators in a school district that reflects the percentage of diverse students. This bill extends the goal to employees employed by the Department of Education. This has no connection to educating students and has been ruled unconstitutional to give preference to race.
