This bill removes requirement that student must receive approval from resident school district before enrolling in virtual public charter school not sponsored by school district eliminating the maximum percentage of students that can be enrolled outside the school district.

Personal Choice and Responsibility
What is best for the student should never be determined by quotas or limited by where they can attend.

Limited Government
If we are to keep parents from withdrawing kids from the public system, it has to be more flexible to meet needs, especially kids with special needs.
