Personal Choice and Responsibility
The bill calls for the task force to develop legislation in consideration of individuals who want to consume marijuana but who do not have access to a private residence where consumption of Cannabis can take place. In other words, renters may not lawfully consume in their rental, but this bill directs the task force to consider rental units for private consumption.
Along with accommodations makes it easier accessible for minors creating a health issue for all Oregonians. Nearly one in 10 eighth-graders and about one in five 11th graders surveyed last year said they use marijuana.
The task force is directed to: (a) Identify existing legal barriers to the lawful consumption of cannabis in social settings; (b) Identify opportunities for the lawful consumption of cannabis in social settings; (c) Identify existing methods used by the Oregon Liquor Control Commission, state police and local law enforcement to enforce laws prohibiting the lawful consumption of cannabis in social settings; (d) Evaluate the economic potential of opportunities; (e) Develop, in consideration of individuals who want to consume cannabis in this state but who do not have access to a private residence where cannabis can be lawfully consumed, recommendations for legislative or regulatory changes.
