This bill directs Department of Education to develop and implement statewide education plan for early childhood through post-secondary students who identify as lesbian, gay, bisexual, transgender, queer, two-spirit, intersex, asexual, nonbinary or another minority gender identity or gender orientation.
Personal Choice and Responsibility
Directed towards students that have experienced disproportionate results in education due to historical practices, as identified by the State Board of Education by rule. Segregation through specialized programs goes against a civic unity.
Fiscal Responsibility
Governor’s budget requested $2 million in Grant-in-Aid funding to implement the LGBTQ2SIA+ Student Success Plan for grants to organizations. In addition, to provide management and oversight for the Plan, ODE has requested one permanent Operations and Policy Analyst position and funds for the administration of the plan for a total of $2,250,960 for 2021-23. Uses established Early Learning Hubs and other groups that have developed success on their own and demands them to diversify to include a program that will impact the students they service. Children with these issues through third grade need psychological identity help, which this program can’t offer. The program needs a psychology trained director and not just appease students.
Limited Government
Currently, state plans exist for African-American/Black students, Latino/Latina/Latinx students, and Native American/Alaska Native students. Senate Bill 52A would add to state law a plan for LGBTQIA+ students. Advisory group must consist of individuals who identify as lesbian, gay, bisexual, transgender, queer, two-spirit, intersex, asexual, nonbinary or another minority gender identity or sexual orientation; or representatives of or stakeholders. The plan developed must address disparities experienced by plan students in every indicator of academic success, as documented by the department’s statewide report card; historical practices leading to disproportionate outcomes for plan students; educational needs of plan students from early childhood through post-secondary education as determined by examining culturally appropriate best practices in this state and across the nation; address the disproportionate rate of disciplinary incidents involving plan students as compared to all students in the education system; improve literacy and numeracy levels among plan students between kindergarten and grade three; and increase participation of plan student and parents. Uses Early Learning Hubs, providers of early learning services, school districts, education service districts, post-secondary institutions of education, tribal governments, community-based organizations or a consortium of these entities to implement the strategies provided in the plan developed for implementation – enticing these groups with grants that will expose student they were created to help with confusing issues.

Takes away from existing programs that already struggle to keep up.
So what’s the plan for opposing it? I imagine beating it on a vote is impossible, so maybe lawsuits?

We’ve already killed one bill from spreading the word and feedback.
Segregation is regressive.
A developing young person’s sexual identity is not best left under the guidance and direction of any potential educators’ bias and/or agendas. The potential risk of incalculable harms including the potential of suicides, violence and mental illness as a result of the untrained manipulating growing bodies being pumped full of “New and Strange Hormones!” This is a “Field best left to Experts” only.

This is just one more way to segregate and indoctrinate kids. It is wrong to created “special” circumstances for any kids. Pretty soon there will be multiple different pathways to keep apart. Kids have been brutal since time began. You don’t need to create more clicks for kids to identify with. Put them together and teach them to love the country not destroy it!

To whom it may concern, I am opposed to this legislation on so many levels, but largely because it will use funds that are already allocated to other local programs. After the year that we have currently survived here in Oregon, we do not need more taxation to fund these kinds if programs.
Please stop voting in legislation like this! We do not need more taxation or more education on special rates. We need jobs and businesses to flourish in this state.
