HB 4084B – sets up a Joint Permitting Council to run a fast track permit program for large-scale projects – especially those that create jobs or advance key industry clusters. The Act would direct certain state agencies to publish a list of certain permits that can be issued by the agencies. The Act would adjust certain requirements of the enterprise zone program. The Act would give money to Oregon Business Development Department for deposit in the Industrial Site Loan Fund.

The council’s function is to:
- Establishing eligibility criteria for fast-track projects (e.g., minimum capital investment thresholds).
- Developing cooperative project plans with defined timelines for permits.
- Identifying a lead agency to provide monthly progress updates.
- Publishing annual reports on project status.
There are 85+ new data centers in Umatilla and Morrow counties. They are overbuilding what the water can manage. Governor Kotek declared a drought in Morrow County in August 2025. Any county with drought issues should be off limits for data center construction.
