SJR 203 requires law enforcement officers to be unmasked while performing official duties Requires clearly visible uniforms, agency names, and badge numbers. Includes exceptions for undercover operations, SWAT teams, and health risks.

It adds a “No Secret Police” provision to the Oregon Constitution. It would appear on the November 2026 General Election ballot, allowing voters to decide whether to include this protection in Oregon’s Bill of Rights (Article I of the Constitution).

This bill will endanger the lives of law enforcement officers by exposing their identity, while letting Antifa and other rioters hide behind their masks causing havoc on law abiding citizens, law enforcement personnel, and their families. Criminal have, by their ilegal actions, given up their rights.

SECTION 9a. Secret police are prohibited. A law enforcement officer, while performing official duties within this state, may not be masked and shall wear an official uniform which conspicuously displays both the name of the governmental agency employing the officer and the officer’s badge number, unless the officer is engaged in undercover operations or responding as part of a special weapons and tactics (SWAT) team.

This bill is following California’s new law that hasn’t been proven to be safe. By putting it in the constitution, it should be proven first. There is no demanding right fr police to be openly identified. The U.S. Constitution provides certain protections that support the safety of police officers during their duties. The courts have recognized that officers are not required to assume greater risks than those inherent in law enforcement.

  1. With today’s rioters, the way they throw rocks, bricks, firebombs, and beat law enforcement officers with hammers, etc, while hiding behind masks – why on earth does Sen. Manning Jr, and his elk Democrats want to unmask the ones trying to uphold the law? He thinks masked rioters are fine, but not masked law enforcement. Talk about hypocrisy.

    Already their personal information is being posted on the internet with death threats, and they want to promote this kind of behavior? Further endangering the people who are trying to uphold the laws of this country. Why is there silence about the rioters who are wearing masks?

    They’re supposed to be protecting law-abiding citizens, NOT law-breaking criminals.  They all took an oath to protect & defend the Constitution from foreign and domestic invaders, and they’re NOT doing it.

    Absolutely unbelievable. Vote these people out of office, they are killing Oregon.
