SB 3 One credit for “future planning” to receive diploma

This bill mandates one credit in “future planning” as a requirement for a high school diploma in Oregon. Directs State Board of Education to adopt academic content standards for future planning and requires school districts and public charter schools to provide instruction in future planning.

The bill defines future planning as instruction that includes guidance on:

(a) Applying for jobs, including preparing a resume or filling out a job application and developing job interview skills;

(b) Applying for admission to a post-secondary institution of education, including applying for financial aid and scholarships;

(c) Applying financial literacy standards, including filing income tax returns, creating a budget, understanding bank and credit card statements and planning for retirement;

(d) Developing career-related skills, including improving employability skills, taking advantage of community-based experiential learning and gaining knowledge of career opportunities; and

(e) Seeking assistance, including accessing community resources and acting as a self-advocate for mental, physical and financial well-being

Since this does not apply to a modified or extended diploma, the students who may need it the most, it is simply a way to limit choices from taking course work that actual enhance their future plans. Every mandatory credit is less opportunity for taking courses to prepare for what comes after graduation.

Future planning should be an ongoing discussion in every course of study as to career opportunities in that area. It could be a second half year with civics, or an optional course for those that choosing.
