This bill proposes a new sales tax to fund an education support fund. 

Fiscal Responsibility
Oregon needs to live within its means. There are huge mismanagements of tax payers’ money. Imposing a new tax to cover costs because the State is managed inefficiently, is not tolerable. Introducing a new sales tax, opens the door to further abuse by expanding this tax. A sales tax will negatively affect commerce in Oregon and a sales tax is regressive.

This will have to go to the voters.  Its passage will depend on the sentiment at the time.  Best to not let it get that far.
