The measure would end the provision known as the personal income tax kicker. Proposes an amendment to the Oregon Constitution to cease the requirement of returning surplus revenue to personal income taxpayers beginning July 1, 2025.
Refers the proposed amendment to the people for their approval or rejection at the next regular general election.
Voters put into the Constitution requiring over-collected surplus tax revenue to be returned to taxpayers who were over-taxed. Recent average surplus Kicker refund was over $1,000 per Oregon taxpayer.
Even though politicians returned surplus kicker to voters last time, the state government still had enough money (after returning the kicker surplus) to grow the state budget at over 20%. It is not enough for politicians to grow the state budget faster than population and inflation growth, these politicians feel compelled to grow the budget at 25%, 30% or 40% by stealing the people’s Kicker refund.
The amendment removes the kicker from the constitution for general fund use to bloat government even more creating a socialist state. How long can politicians keep growing the budget at 20% before the majority of earnings go to taxes?
Good luck getting the voters to approve this, Democrat or Republican. Talk about getting greedy!
