Requires 10 percent of the power sold in this state by a power company to be made by certain power plants.
Requires 10 percent of the electricity sold in this state by each electric company that makes sales to 25,000 or more retail electricity consumers to be generated by small-scale renewable energy facilities or certain biomass facilities. Takes effect on the 91st day following adjournment sine die.
Dramatically expands the state’s small-scale renewables requirement, and cuts against the the work to address utility bill affordability. Public policy must balance support for small renewable resources with the costs they bring to utility customers. This bill doesn’t improve things, but adds unnecessary build-out that will significantly increase costs on Oregon customers by 3-5%—an estimated $50-100 million each year. This is in addition to the significant investments necessary to comply with HB 2021 (2021).
Community-based energy projects are expensive to operate and maintain and will fill all landfills with substance that isn’t biodegradable, plus the windmill bases that can’t be removed to regain the use of the land. This bill is full of mal-information that should never be pushed as fact.
